Major Steps in Preparation of a GSA FSS E-Offer Proposal

This training will outline the major steps and processes you must complete when submitting a proposal for a General Service Administration Federal Supply Schedule contract. Class will analyze the intricacies of the Schedule solicitation itself to assist you in better understanding what will be necessary prior to beginning the proposal effort. Also included will be a listing, description, and explanation of the important components of a GSA proposal.  Finally, the training will review the steps taken after proposal submission that lead to an eventual GSA FSS contract. It is highly recommended that participants will have attended GCAP’s “Introduction to the General Services Administration's (GSA) Federal Supply Schedules Program” workshop or have completed their own thorough GSA marketing research prior to attending this seminar.

Presenter:

Steve Spilker, GCAP 

Steven Spilker, Procurement Counselor, Government Contract Assistance Program.
Steve brings many years of government business experience to his role as GCAP's primary GSA business counselor. Prior to joining GCAP, Mr. Spilker's consulting firm specialized in proposal preparation, negotiation, and marketing of GSA Federal Supply Schedule contracts for a number of small and large corporations. In addition, his firm assisted small business clients in obtaining SBA certifications such as 8(a) and HUBZone. 

Mr. Spilker’s recent experience includes working at Rogue Community College's Small Business Development Center (SBDC) where he was a Next Level Plan business counselor.  He has also held various management positions in the aerospace, aircraft ground support, and consumer electronics fields over the course of his career. He earned his Bachelor of Science Degree in Business from Northern Illinois University.
